Here is some good information from DronelQ about flying drones in Canada. Transport Canada seems to be struggling with the same issues that the FAA is trying to work out. Will something like this be adopted in the US?

UPDATE: A new source of information has turned up! “Built-up area” has been
defined, possibly for the first time, by Transport Canada, in this
document pertaining to the exemption:

“Built-up areas are considered areas with groups of buildings or dwellings
including anything from small hamlets to major cities. Anything larger
than a farmstead should be considered a built up area.”
This means that the Transport Canada exemption for UAVs will be mostly useless for all but agricultural or wildlife activities.

If you want to operate a drone in Canada for research or as a commercial activity, you should watch this first.
Since December 2014, commercial and research UAV operators in Canada no
longer need an SFOC (Special Flight Operation Certificate), for low key,
low risk activities. But that privilege comes with a long list of
requirements and conditions. I explain some of the key items and expand
on some points open to interpretation.
